This feature was always intended but was pushed back a bit to focus on security, reliability and stability of the THORChain Network.
It's main purpose is to prevent difficulties in fitting long memos , allowing more complex transactions on THORChain while staying in the limitation of memo sizes of various external networks e.g. BTC/LTC.

There was a pre-registration period sometime last year where THORChads got a chance to register their twitter handles for free and preferred THORName(s) for a 50% discount.
